UAE Cabinet Establishes 15 as Minimum Age for Social Media Platforms

The UAE Cabinet has formally approved a landmark federal resolution regulating children’s access to social media platforms.

The announcement, released via the UAE Government Media Office, establishes 15 years as the strict national minimum age for social media use across the Emirates.

This regulatory milestone aims to address digital risks—including exposure to harmful content, cyberbullying, data exploitation, and screen addiction—while building a safe, structured environment for young people navigating digital spaces. To ensure technical and regulatory readiness, social media companies have been granted a transitional grace period of up to 12 months to coordinate with relevant authorities and fully implement the new standards.

Key Provisions & Statutory Requirements

According to the UAE Media Office Publication, the resolution enforces a strict, multi-tiered framework governing social media companies, software developers, and families:

1. Absolute Prohibition under 15 Years

  • Children under the age of 15 are legally prohibited from creating, operating, or utilizing personal accounts on any social media network active in the UAE.
  • They are barred from accessing full interactive features, which includes posting, commenting, public sharing, and joining large-scale open digital channels or public groups.

2. Regulated Access for Teens (Ages 15–16)

Adolescents between 15 and 16 years of age are permitted platform access, but only under default, system-enforced protective layers:

  • Content Restrictions: Platforms must provide age-appropriate content classification and filtering.
  • Interaction Controls: Turning off high-risk features, specifically restricting communication and interaction with unknown or unverified users.
  • Time Management: Mandatory limits on screen time and daily usage duration.
  • Parental Tools: Provision of standard parental control dashboards enabling caregivers to configure account parameters.

3. Absolute Mandate on Parental Consent

Critical Legal Takeaway: The resolution explicitly rules that parental or guardian consent does not constitute a valid exemption from the prohibitions or age restrictions. An account created for an individual under 15 remains non-compliant and illegal, regardless of parental sign-off.

Strict Obligations for Social Media Platforms

The resolution introduces explicit corporate compliance standards for tech companies whose services are available or targeted within the UAE:

  • Advanced Age Verification: Platforms must deploy accurate and reliable age-verification mechanisms at the point of registration and on an ongoing basis. Traditional “self-declaration” boxes will not be accepted; companies must utilize digital identity frameworks or AI-supported biometric systems.
  • Proactive Account Monitoring: Service providers are legally required to monitor accounts for non-compliance and take immediate enforcement action to suspend or deactivate accounts operated by children under 15.
  • Commercial Data Protections: The resolution completely bans the use, processing, tracking, or behavioral profiling of children’s personal data for commercial purposes or targeted advertising.
