Abu Dhabi Maritime, the primary regulator for the emirate’s maritime sector operating under AD Ports Group and the Department of Municipalities and Transport (DMT), has issued a strict reminder to all vessel operators, commercial entities, and recreational marine users regarding compliance with waterway regulations.

The advisory, shared via official channels, reiterates the heavy financial penalties enforced across the emirate’s territorial waters to protect public safety, safeguard coastal ecosystems, and prevent navigational hazards.

Key Violations and Financial Penalties

The regulatory framework covers a total of 33 schedule violations, ranging from basic safety lapses to major unauthorized industrial activities. Notable penalties outlined by the authority include:

• Unauthorized Maritime Construction (Dh30,000): The maximum fine applies to commencing maritime construction without official approval or conducting development work beyond the parameters of an issued permit.
• Unlicensed Maritime Activities (Dh10,000): Operating commercial or high-risk maritime activities without valid permits carries a Dh10,000 fine. The same penalty applies to operating or renting a marine vessel while under the influence of alcohol or drugs, and abandoning or neglecting a vessel in public waters.
• Causing Maritime Accidents & Non-Cooperation (Dh5,000): Causing a collision or maritime accident incurs a Dh5,000 fine. Captains who fail to render aid following an accident, obstruct certified inspectors, or fail to report navigational hazards face identical penalties.
• Failure to Take Breakdown Precautions (Dh1,000): Vessel owners who experience mechanical breakdowns and fail to execute mandatory safety precautions (such as signaling or securing navigation) face a Dh1,000 fine. Tying a vessel to a navigational buoy or aid also carries a Dh1,000 penalty.
• Basic Safety Violations (Dh500): Operating or riding on a vessel without wearing an approved life jacket when required results in a Dh500 fine per breach.

Additional Environmental and Infrastructure Enforcement

In addition to individual operator rules, Abu Dhabi Maritime enforces steep fines for environmental breaches and infrastructure damage:

• Environmental Non-Compliance (Dh20,000): Improper disposal of garbage, oils, ballast water, sewage, or failure to meet exhaust sanitation standards carries a Dh20,000 fine. Cleaning a vessel’s hull in open water without proper approval incurs the same penalty.
• Tampering with Navigational Aids (Dh15,000): Installing, removing, or altering marine buoys and navigational markers without authorization carries a Dh15,000 fine.

Regulatory Objectives

Abu Dhabi Maritime emphasized that the goal of publishing fine schedules is to foster a culture of compliance and safety rather than impose punitive burdens.

The authority urged all boaters, jet ski operators, and maritime developers to review the complete regulatory codes, ensure proper licensing via the TAMM digital portal, and maintain required onboard emergency equipment before entering Abu Dhabi’s marine spaces.
