DIFC Courts Launches new Mediation and Notary Services

DUBAI, UAE — The Dubai International Financial Centre (DIFC) Courts has announced a significant expansion of its services, unveiling a new Mediation Service Centre and a first-of-its-kind Notary Service. Followed by the issuance of Dubai Law No. (2) in March 2025, this initiative cements the DIFC’s position as a leading hub for modern, efficient, and transparent legal services. A resolution passed by His Highness Sheikh Maktoum Bin Mohammed bin Rashid Al Maktoum, in his capacity as President of the DIFC, outlines the implementation and operational framework and formally establishes the Mediation Service Centre and the Notary Service under the DIFC Courts.

A New Era of Dispute Resolution

The newly established Mediation Service Centre offers businesses and individuals a flexible, cost-effective alternative to traditional litigation. With the goal of facilitating amicable settlements, the center provides access to a panel of court-approved mediators and features both virtual and in-person options. Parties can choose to hold online sessions through the DIFC Courts’ upgraded, AI-enabled Court Management System or conduct meetings at the DIFC premises. A key feature is the ability for parties to pre-agree on mediator fees and terms, providing greater clarity and predictability.

The UAE’s First Blockchain-Based Notary Service

The DIFC Courts has also launched the Notary Services, exclusively for English-language documents. This practical supplementary service authorizes Notary Officers of the DIFC Courts to administer, witness, and attest oaths, affidavits, affirmations or declarations, and certify and attest true copy documents for business and individuals. This service offers three convenient delivery options: an automated self-service, a live virtual system, and in-person appointments. What truly sets this service apart is its use of cutting-edge technology for enhanced security and authenticity. All notarised documents undergo primary source verification, receive cryptographic verification, and are recorded with a timestamp on blockchain technology, ensuring their integrity and making them tamper-proof. An electronic or physical stamp and seal will be issued with each document, and notarised documents will be verified using advanced cryptographic methods, powered by Hedera Blockchain, by logging notarisation events with a timestamp on the blockchain.
